Mail-order treats are mostly gifts, and the gift only works if it arrives fresh, intact and safe for the person eating it. That means checking allergens before anything else, then how long the bakery takes to bake and ship, and whether chocolate will survive the trip in warm weather.
Operation Cookies is a veteran-owned Pittsburgh bakery that bakes homemade cookies to order and ships to all 50 states and APO/FPO addresses, with free shipping over $60 to one address and a 100% product-price refund if you are not satisfied. Every cookie contains milk, soy, egg and wheat, and several contain peanuts, so it is not an option for allergen-free gifting.

How to shop for snacks and sweets online
Allergens first. For gifts, ask the recipient about allergies and dietary restrictions before ordering. Read each bakery's allergen statement, not just the ingredient list, since shared equipment means cross-contact even for cookies without nuts. If a bakery says every product contains milk, egg, soy and wheat, it is not suitable for anyone avoiding those. Peanut and tree nut allergies are the most serious to get wrong.
Count and size. Cookie gifts are priced by box, and the number and size of cookies vary widely. Check how many cookies come in each order and their approximate weight before comparing prices. A dozen large cookies and a dozen small ones are not the same value.
Freshness and timing. Baked-to-order cookies need a day or two of baking before shipping; Operation Cookies quotes 1 to 2 days to bake and 1 to 3 days to arrive. Avoid shipping over weekends, when packages sit in warehouses. For birthdays and holidays, order several days early, and earlier still in December, when carriers are busiest.
Shipping to service members. APO and FPO addresses route through military mail and can take one to three weeks or more to reach deployed troops. Choose sturdy, individually wrapped baked goods, avoid chocolate in hot regions, and check that the bakery explicitly ships to APO/FPO. Customs forms may be required.
Chocolate in warm weather. Chocolate begins to soften in the mid-80s Fahrenheit and can bloom (develop white streaks) after heat exposure, which is safe but unattractive. Look for insulated packaging and cold packs in summer, and choose expedited shipping. Some chocolatiers pause shipping to hot regions in summer.
Price per ounce. For chocolate, compare price per ounce and cocoa percentage. Single-origin and bean-to-bar chocolate cost more than confections made from bulk couverture, and both can be excellent.
Refunds on food. Food is generally non-returnable, so the satisfaction policy matters. Operation Cookies refunds 100% of the product price if you are not satisfied, but is not responsible for carrier delays. For other stores, read the terms before ordering, and document any damage with photos on arrival.
Gift extras. Gift wrap and greeting cards are often add-ons. Confirm that the packing slip does not show prices if you are sending a gift.
Budget tiers. Small cookie boxes and single treats run $10 to $25. Larger gift boxes and assortments cost $30 to $60, and reaching a free-shipping threshold often makes one bigger order cheaper than two small ones.
